Executive Order 14173 mandates that all federal agencies and affiliated institutions—including public universities—adhere strictly to merit-based hiring practices. This order prohibits the use of race, sex, or other protected characteristics as factors in recruitment, hiring, training, or evaluation unless explicitly required by federal law (e.g., ADA compliance). All hiring decisions must be based solely on individual qualifications, experience, and performance.

As a result, the Office for Access and Equity (OAE) has updated its policies, forms, and training materials to ensure full compliance with EO 14173.

All content, forms, and guidance provided on this page are compliant with Executive Order 14173. Materials that previously referenced diversity, equity, or inclusion as hiring criteria have been removed or revised. Users are advised to:

  • Use only merit-based language in job postings and recruitment materials.
  • Avoid any references to demographic preferences or goals in hiring documentation.
  • Ensure that all training and committee practices reflect equal opportunity principles without preferential treatment.
